วันที่ 01 พฤศจิกายน พ.ศ. 2550 ปีที่ 30 ฉบับที่ 10827
เมื่อพระราชกฤษฎีกา (พ.ร.ฏ.) กำหนดวันเลือกตั้งประกาศในราชกิจจานุเบกษา 23 ธันวาคม 2550 กกต.จึงได้กำหนด "วันเลือกตั้งล่วงหน้า" เพื่อให้สะดวกกับผู้ที่อาศัยอยู่นอกเขตเลือกตั้ง แต่ประสงค์จะใช้สิทธิเลือกตั้ง โดย กกต.กำหนดให้เป็นวันที่ 15-16 ธันวาคม 2550 เป็นวันเลือกตั้งล่วงหน้า ผู้มีสิทธิเลือกตั้ง สามารถลงทะเบียนก่อนวันเลือกตั้ง 30 วัน ซึ่ง กกต.ได้กำหนดให้ผู้มีสิทธิลงทะเบียนขอใช้สิทธิล่วงหน้าหรือเลือกตั้งนอกเขตจังหวัดตั้งแต่วันที่ 22 ตุลาคม-22 พฤศจิกายน ซึ่งนับจากวันนี้ก็เหลืออีกราว 20 วัน การลงทะเบียนง่ายนิดเดียว คือ นำบัตรประจำตัวประชาชน หรือใบขับขี่ หรือบัตรประจำตัวข้าราชการ ที่มีเลขประจำตัว 13 หลัก ไม่จำเป็นต้องมี "หนังสือรับรองจากนายจ้าง" เหมือนแต่ก่อน ก่อนยื่นคำขอลงทะเบียนต่อนายอำเภอ (ตจว.) หรือนายทะเบียนเขต (กทม.) ที่ตนเองอาศัยอยู่ แล้วแจ้งความจำนงว่า "ประสงค์จะลงคะแนนล่วงหน้านอกเขต" เมื่อนายทะเบียนได้รับคำขอลงทะเบียนและพิจารณาเห็นว่า ผู้ยื่นคำขอเป็นผู้มีสิทธิเลือกตั้ง ก็จะแจ้งให้ผู้ใช้สิทธิรู้ภายใน 3 วัน โดยบุคคลที่ได้รับการ "ตอบรับ" จากนายทะเบียนเขต สามารถเดินทางไปใช้สิทธิเลือกตั้งล่วงหน้ายัง "เขตเลือกตั้งกลาง" นอกเขตจังหวัดที่แต่ละจังหวัดกำหนดให้ ในวันที่ 15-16 ธันวาคม ตั้งแต่เวลา 08.00-17.00 น. แค่นี้ก็สามารถใช้สิทธิเลือกตั้งนอกเขตจังหวัดได้แล้ว..? สมาคมคนพิการทางการเคลื่อนไหวสากล พันตรีศิริชัย ทรัพย์ศิริ | |
