“อิสรระ” ยันเบี้ยยังชีพคนชราไร้ปัญหา แม้ พ.ร.บ.แท้ง-ใช้ กม.เดิมจ่ายได้ 19 กุมภาพันธ์ 2552 “ผู้สูงอายุ” เฮ รัฐจ่ายเบี้ยยังชีพ 500 บาท ตั้งแต่ เม.ย.นี้ เปิดลงทะเบียนขอรับเบี้ยได้ตั้งแต่ 26 ก.พ.-15 มี.ค.นี้ ยัน ไม่มีปัญหา แม้ร่าง พ.ร.บ.ผู้สูงอายุ ยังไม่ผ่านสภา แต่เสนอใหม่ได้ วันนี้ (19 ก.พ.) ที่รัฐสภา นายอิสสระ สมชัย รมว.พัฒนาสังคมและความมั่นคงของมนุษย์ แถลงถึงคุณสมบัติผู้ที่จะได้รับเบี้ยยังชีพจากรัฐบาล ว่า ที่ประชุมคณะกรรมการผู้สูงอายุแห่งชาติ ครั้งที่ 2/2552 ซึ่งมี นายอภิสิทธิ์ เวชชาชีวะ นายกรัฐมนตรี เป็นประธาน ได้พิจารณาเรื่องการกำหนดระเบียบคุณสมบัติผู้สูงอายุที่จะได้รับเบี้ยยังชีพจากรัฐบาล ซึ่งได้ข้อสรุปคุณสมบัติดังนี้ 1.ผู้มีสิทธิต้องมีสัญชาติไทย 2.ผู้มีสิทธิต้องมีอายุ 60 ปีบริบูรณ์ขึ้นไป โดยต้องเกิดก่อนวันที่ 31 มี.ค.2492 ส่วนผู้สูงอายุที่ทราบเพียงปีเกิด แต่ไม่ทราบวันและเดือนเกิด ให้ถือว่าเกิดวันที่ 1 ม.ค.ของปีนั้นๆ 3.ต้องไม่เป็นผู้ได้รับเงินเดือน สวัสดิการ หรือสิทธิประโยชน์อื่นใดจากรัฐ ทั้งบำเหน็จ บำนาญ เบี้ยยังชีพ หรือผลประโยชน์อื่นใดจากรัฐ ทั้งรายวันและรายเดือน และ 4.ต้องไม่เป็นผู้อยู่ในสถานสงเคราะห์คนชราที่รัฐดูแลอาหารและที่พักให้อยู่แล้ว นายอิสสระ กล่าวอีกว่า ผู้สูงอายุสามารถยื่นคำขอรับเบี้ยยังชีพได้ตั้งแต่วันที่ 26 ก.พ.-15 มี.ค.2552 ที่เทศบาล หรือ อบต.ที่มีภูมิลำเนา ส่วนใน กทม.นั้น ให้ยื่นได้ที่สำนักงานเขตที่มีชื่ออยู่ โดยหลักฐานที่ต้องนำมาแสดง คือ 1.บัตรประชาชน หรือบัตรอื่นที่มีรูป ซึ่งออกโดยหน่วยงานของรัฐ พร้อมสำเนา 2.สำเนาสมุดบัญชีเงินฝากในกรณีที่ประสงค์รับเงินผ่านธนาคาร ส่วนกรณีที่ไม่สามารถมาลงทะเบียนเองได้นั้น สามารถมอบให้ผู้อื่นมายื่นแทนได้ โดยรัฐบาลจะจ่ายเบี้ยยังชีพให้เดือนละ 500 บาท ซึ่งจะเริ่มจ่ายตั้งแต่เดือน เม.ย.2552 นายอิสสระ กล่าวด้วยว่า สำหรับกรณีที่สภายังไม่ผ่านร่าง พ.ร.บ.ผู้สูงอายุนั้น ไม่กระทบกับกำหนดการที่จะจ่ายเบี้ยยังชีพ เนื่องจากการจ่ายเบี้ยยังชีพนั้นเป็นการจ่ายเพิ่มเติมจาก พ.ร.บ.ผู้สูงอายุฉบับเดิม ซึ่งมีผู้ได้รับเบี้ยยังชีพอยู่แล้ว 1.8 ล้านคน ทั้งนี้ จากการสำรวจนั้น พบว่า มีผู้สูงอายุทั้งสิ้น 7.1 ล้านคน รัฐบาลจึงอนุมัติวงเงินงบประมาณกลางปี จำนวน 9 พันล้านบาทเพื่อจ่ายให้กับผู้สูงอายุที่เหลือ และมีคุณสมบัติครบตามข้อกำหนดข้างต้น แต่หลังจากหมดปีงบประมาณ 2552 แล้ว รัฐบาลจะจัดสรรงบประมาณลงไปในงบประจำปีตาม พ.ร.บ.ผู้สูงอายุที่จะออกมาใหม่ ซึ่งจะทำให้ผู้สูงอายุทุกคนได้รับเบี้ยยังชีพ - - - - - - - - - - - - - - - - - - พันตรีศิริชัย ทรัพย์ศิริ นายกสมาคมคนพิการทางการเคลื่อนไหวสากล โทร. 02-990-0331 http://www.apdi2002.com http://www.youtube.com พิมพ์ apdi. หรือ สมาคมคนพิการ 1902522041
