สธ.ปรับแบบก่อสร้างสถานีอนามัย...รับคนพิการ นายแพทย์สุพรรณ ศรีธรรมมา โฆษกกระทรวงสาธารณสุข เปิดเผยว่า กระทรวงสาธารณสุขมีโครงการจะปรับปรุงโครงสร้างพื้นฐาน แบบแปลนอาคารของสถานีอนามัย และศูนย์สุขภาพชุมชน ซึ่งเป็นบริการด่านหน้าของกระทรวงสาธารณสุขที่อยู่ในชุมชน ทั่วประเทศมี ๙,๙๐๑ แห่ง เพื่อให้เหมาะสมกับการให้บริการสุขภาพที่กำลังจะเปลี่ยนไป โดยกระทรวงสาธารณสุขได้ใช้แบบแปลนก่อสร้างแบบเดียวกันทั่วประเทศ มี ๒ ชั้น ออกแบบตั้งแต่ พ.ศ. ๒๕๒๕ และพ.ศ. ๒๕๓๖ จากการประเมินผลที่ผ่านมา พบว่า มีข้อจำกัดในการใช้ โดยสถานีอนามัยและศูนย์สุขภาพชุมชนทั้งหมด เป็นอาคารสูง มีบันไดขึ้นลง ในอนาคตอาจไม่เหมาะสม เนื่องจากสภาพสังคมไทยมีการเปลี่ยนแปลงอย่างน้อย ๓ เรื่องใหญ่ ได้แก่ ๑. การเปลี่ยนแปลงโครงสร้างประชากร จะมีผู้สูงอายุเพิ่มมากขึ้น ๒. แบบแผนความเจ็บป่วยของประชาชนมีแนวโน้มเป็นโรคเรื้อรังที่ก่อความพิการสูง เช่น อัมพาต อัมพฤกษ์ ทำให้การขึ้นลงบันไดลำบาก และ ๓.แนวคิดการจัดบริการประชาชนเปลี่ยนไปจากเดิม ที่เน้นการรักษาโรคอย่างเดียว เป็นการบริการที่ผสมผสานแบบองค์รวมทั้งกาย ใจ สังคม และปัญญา ดูแลทั้งครอบครัวและชุมชน สอดคล้องกับพื้นฐานทางสังคมและวัฒนธรรมท้องถิ่นในการดูแลสุขภาพ จึงมอบหมายให้สำนักวิจัยสังคมและสุขภาพ สำนักนโยบายและยุทธศาสตร์ สำนักงานปลัดกระทรวงสาธารณสุข เป็นผู้ดำเนินการ ( ไอเอ็นเอ็นออนไลน์ ๔ กย. ๒๕๕๑ ) ************************ พันตรีศิริชัย ทรัพย์ศิริ นายกสมาคมคนพิการทางการเคลื่อนไหวสากล สมาคมคนพิการทางการเคลื่อนไหวสากล (ส.พ.ค.) 802/410 ม.12 หมู่บ้านวังทองริเวอร์ปาร์ค ซ.10/4 ถ.พหลโยธิน 70 ต.คูคต อ.ลำลูกกา จ.ปทุมธานี 12130 โทร / โทรสาร 0-2990-0331 มือถือ. 08 – 1372-4201 , 08-1735-2316 0509511010 | |
