สพฐ.บรรจุครู 1.3 หมื่นอัตรา เม.ย.53
สพฐ.บรรจุครู1.3หมื่นอัตราเล็งเปิดสอบ500อัตราใน28เขตพื้นที่-รับสมัคร เม.ย. นายพิษณุ ตุลสุข ผอ.สำนักพัฒนาระบบบริหารงานบุคคลและนิติการ สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) เปิดเผยว่า ในปีนี้ สพฐ.มีอัตราบรรจุข้าราชการครู 13,831 อัตรา แบ่งเป็นอัตราว่างที่มาจากข้าราชการครูสังกัด สพฐ.ที่เกษียณอายุราชการก่อนกำหนด (เออร์ลี่รีไทร์) 9,671 อัตรา และอัตราว่างที่มาจากข้าราชการครูเกษียณปกติ 4,160 อัตรา อย่างไรก็ตามอัตราครูในส่วนหลังนี้จะต้องขอความเห็นชอบใช้อัตราบรรจุ ต่อคณะอนุกรรมการข้าราชการพลเรือน (อ.ก.พ.) กระทรวงของ สพฐ.และคณะกรรมการกำหนดเป้าหมายและนโยบายกำลังคนภาครัฐ (คปร.) ขณะนี้ได้เสนอเรื่องไปยัง อ.ก.พ.กระทรวงของ สพฐ.แล้ว นายพิษณุ กล่าวอีกว่า การบรรจุครู ครั้งนี้ยังใช้เกณฑ์เดิมโดยให้แต่ละเขตพื้นที่การศึกษาแบ่งอัตราครูที่ได้รับมาทั้งหมดในสัดส่วน 25% นำมาคัดเลือกครูที่เป็นพนักงานราชการ ครูอัตราจ้างซึ่งทำงานมา 3 ปีขึ้นไป ด้วยวิธีให้สอบแข่งขันกันเอง ส่วนอัตราครูในสัดส่วนที่เหลืออีก 75% ใช้วิธีเปิดสอบหรือเรียกผู้ที่สอบได้และขึ้นบัญชีไว้มาบรรจุเป็นครู ซึ่งขณะนี้มีอยู่ 2 บัญชี ได้แก่ 1.บัญชีผู้สอบได้เมื่อปี 2551 มีทั้งสิ้น 13,716 คน ได้รับการบรรจุไปแล้วตั้งแต่ปี 2551 จำนวน 6,516 คน สละสิทธิ์ 184 คนเหลือผู้ที่ยังไม่ได้บรรจุ 7,016 คน จะหมดอายุเดือนพฤษภาคมปีนี้ และ 2.บัญชีผู้สอบได้เมื่อปี 2552 มีทั้งสิ้น 18,962 คน บรรจุไปแล้ว 2,407 คน สละสิทธิ์ 1 คน เหลือผู้ที่ยังไม่ได้บรรจุ 16,554 คน จะหมดอายุเดือนกันยายน 2554 รวมทั้ง 2 บัญชีมีผู้ยังไม่ได้บรรจุ 23,570 คน ”สพฐ.ได้สำรวจความต้องการของเขตพื้นที่การศึกษา 28 เขต ซึ่งช่วง 2 ปีนี้ไม่ได้ขอเปิดสอบครูพบว่าต้องการใช้อัตราเปิดสอบครูทั้งสิ้น 500 อัตรา ใน 29-30 สาขาวิชา เช่น ภาษาไทย คณิตศาสตร์ ฯลฯ หากเปิดสอบบรรจุครู คาดว่าจะรับสมัครและสอบในเดือนเมษายนนี้ จะเร่งบรรจุภายในเดือนพฤษภาคมนี้ก่อนเปิดเทอม” นายพิษณุ กล่าว นายพิษณุ กล่าวด้วยว่า ขอฝากถึงบัณฑิตครูว่า แม้บางเขตพื้นที่เปิดสอบแค่ 1 อัตรา แต่จริงๆแล้ว 1 อัตรานั้นมีเงื่อนไขไม่ให้ครูย้ายออก แต่ต่อไปอาจจะมีอัตราว่างบรรจุครู ได้เป็น 10 อัตราขึ้นไป ถ้ามีครูขอย้ายออกมาก จะมีอัตราบรรจุมาก เขตพื้นที่จะคัดเลือกจากผู้ที่สอบได้และขึ้นบัญชีไว้มาบรรจุเป็นครู ”การบรรจุครู 13,831 อัตรานั้น แต่ละเขตพื้นที่จะสรุปจำนวนครูขอย้ายทั้งภายในและภายนอกทั้งหมดก่อน แล้วย้ายให้เรียบร้อย จากนั้นก็มาดูว่ามีอัตราว่างแต่ละวิชาเท่าไหร่ จึงจะเริ่มทยอยบรรจุครู เข้ามาทดแทน ส่วนบัณฑิตครู 5 ปีนั้นในรุ่นแรกที่เปิดสอนในปี 2547 ได้บรรจุ 2,000 อัตรา แต่รุ่นสองที่เปิดสอนในปี 2548 ไม่ได้บรรจุเพราะไม่มีอัตรารองรับ" นายพิษณุ กล่าว - - - - - - - - - - - - - - - - - - พันตรีศิริชัย ทรัพย์ศิริ นายกสมาคมคนพิการทางการเคลื่อนไหวสากล (ส.พ.ค.) โทร. 02-990-0331 http://www.apdi2002.com http://www.youtube.com พิมพ์ apdi. หรือ สมาคมคนพิการ 0303531541 *********************

นายธีระ จันทรรัตน์ ผู้อำนวยการสำนักบริหารงานการศึกษาพิเศษ (สศศ.) สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) เปิดเผยว่า จากที่ สพฐ.ได้จัดทำโครงการปรับบ้านเป็นห้องเรียน เปลี่ยนพ่อแม่เป็นครู โดยดำเนินการอบรมผู้ปกครองและเด็กพิการ ศูนย์เด็กเล็ก และกลุ่มอาสาสมัครสาธารณสุข ให้มีความรู้ความเข้าใจในการดูแล พัฒนาช่วยเหลือเด็กพิการได้เต็มตามศักยภาพของแต่ละบุคคล เพื่อให้เด็กพิการก่อนวัยเรียนได้รับการพัฒนาศักยภาพ สามารถช่วยเหลือตนเองได้ โดยร่วมจัดการศึกษาให้กับเด็กพิการได้อย่างมีประสิทธิภาพและตรงตามศักยภาพของเด็กพิการ การเตรียมความพร้อม จัดหาสื่อและส่งเสริมพัฒนาการให้กับเด็กพิการรุนแรงตามบ้านจำนวน 5,340 ครอบครัว สิ่งสำคัญที่จะให้การดำเนินการโครงการดังกล่าวประสบผลสำเร็จนั้น การนิเทศ ติดตามและการประเมินผลการดำเนินงานเป็นสิ่งสำคัญและจำเป็นอย่างยิ่ง สพฐ.จึงได้เชิญผู้ทรงคุณวุฒิด้านการจัดการศึกษาสำหรับเด็กพิการ ผู้อำนวยการศูนย์การศึกษาพิเศษ ผู้อำนวยการโรงเรียนโสตศึกษา ผู้อำนวยการโรงเรียนศึกษาสงเคราะห์และผู้เกี่ยวข้องทั่วประเทศ เข้าร่วมประชุมเชิงปฏิบัติการสร้างเครื่องมือการนิเทศ ติดตามและประเมินผล และเมื่อได้เครื่องมือดังกล่าวแล้วคณะกรรมการกลุ่มสถานศึกษาที่จัดการศึกษาสำหรับคนพิการและผู้ด้อยโอกาส และ สพฐ.จะนำไปใช้เป็นเครื่องมือในการนิเทศ ติดตามและการประเมินผลในภาพรวมของโครงการต่อไป

"ครอบครัว ชุมชน มีความสำคัญต่อการจัดการศึกษาให้กับเด็กพิการ จำเป็นจะต้องได้รับการพัฒนาให้เป็นผู้มีองค์ความรู้ในการคัดกรองเด็กที่บกพร่อง การให้คำปรึกษาในการเลี้ยงดู สามารถแนะแนวให้ความรู้ในเรื่องการเลี้ยงดูและแนวทางในการศึกษาให้กับเด็กพิการได้ หากมีความรู้ ความเข้าใจในเรื่องดังกล่าวจนเกิดการพัฒนาจะก่อให้เกิดผลดีต่อการพัฒนาคุณภาพชีวิตเด็กพิการที่ไม่สามารถเข้าสู่ระบบโรงเรียน ให้สามารถเข้าถึงสิทธิและโอกาสในการพัฒนาตนเองในทุกมิติของสังคมได้" ผอ.สศศ.กล่าว
