พม.ไฟเขียวคนพิการอายุ 60 ปีขึ้นไป รับเบี้ยยังชีพ 2 เด้ง
กระทรวงการพัฒนาสังคมฯ เตรียมจ่ายเบี้ยคนพิการ พร้อมเปิดโอกาสให้คนพิการ ที่มีอายุ 60 ปีขึ้นไป รับเบี้ยยังชีพผู้สูงอายุได้ทั้งสองทาง เพราะถือว่าเป็นสิทธิตามรัฐธรรมนูญ วันนี้(30 ก.ย.) ที่กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ นายอิสสระ สมชัย รัฐมนตรีว่าการกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ กล่าวภายหลังประชุมคณะอนุกรรมการดำเนินการงานตามโครงการจัดสวัสดิการเบี้ยความพิการ ว่า ที่ประชุมได้หารือถึงนโยบายรัฐบาลที่จะจ่ายเบี้ยความพิการให้กับผู้พิการที่มีสมุดประจำตัวคนพิการทุกคนในปีงบประมาณ 2553 โดยจะเร่งประชาสัมพันธ์ให้ผู้พิการทุกคนจดทะเบียนคนพิการเพื่อรับสิทธิ นอกจากนี้ที่ประชุมยังเห็นชอบให้ผู้พิการที่มีอายุครบ 60 ปีได้สิทธิรับเบี้ยความพิการและเบี้ยยังชีพผู้สูงอายุทั้งสองทาง เพราะถือว่าเป็นสิทธิตามรัฐธรรมนูญ นายอิสสระ กล่าวต่อว่า ในเดือนธันวาคมนี้ กระทรวงเตรียมเปิดรับจดทะเบียนรับเบี้ยความพิการพร้อมกับการขึ้นทะเบียนเป็นผู้พิการ ที่สำนักงานเขต และองค์กรปกครองส่วนท้องถิ่นทั่วประเทศ โดยผู้พิการสามารถขึ้นทะเบียนได้ในท้องที่ที่มีภูมิลำเนา และจะจัดสรรให้ผ่านธนาคารหรือรับด้วยตนเอง ในเดือนเมษายน 2553 ซึ่งคาดว่าจะมีผู้พิการรายใหม่ที่จะรับเบี้ยความพิการประมาณ 4 แสนคน จากเดิมที่จัดสรรอยู่แล้วประมาณ 2.6 แสนคน โดยได้เตรียมงบประมาณปี 2553 รองรับไว้ ประมาณ 1,400 ล้านบาท หากไม่เพียงพอจะขออนุมัติงบกลางมาดำเนินการแทน

“มานิต” ย้ำ อสม.เร่งค้นหาผู้พิการกว่าล้านคนที่ยังไม่ขึ้นทะเบียน มาขึ้นทะเบียนออกบัตรผู้พิการให้แล้วเสร็จก่อน 3 ธ.ค.นี้ พร้อมทุ่ม 11 ล้าน ต่อยอดโครงการพัฒนาคุณภาพชีวิตคนพิการและผู้สูงอายุต่อเป็นปีที่ 5 ใน 4 จังหวัด เพื่อผู้พิการ ผู้สูงอายุในพื้นที่ห่างไกลเข้าถึงบริการทางการแพทย์อย่างเสมอภาค

       วันนี้ (22 พ.ย.) นายมานิต นพอมรบดี รัฐมนตรีช่วยว่าการกระทรวงสาธารณสุข (สธ.) กล่าวว่า จากการสำรวจของสำนักงานสถิติแห่งชาติในปี 2550 ระบุว่าประเทศไทยมีจำนวนคนพิการทั้งสิ้น 1,871,860 คน ส่วนใหญ่อยู่ในเขตชนบท โดยกลุ่มอายุมากกว่า 60 ปีขึ้นไป มีความพิการมากกว่ากลุ่มอายุอื่นๆ มากถึง 2 เท่าตัว ทั้งยังพบว่ามีการเปลี่ยนแปลงโครงสร้างประชากรโดยพบว่าประชากรมีอายุยืนยาวขึ้นผู้ชายมีอายุเฉลี่ย 68 ปี ผู้หญิง 75 ปี ทำให้ผู้สูงอายุเพิ่มขึ้นจากร้อยละ 9 ในปี 2543 เป็นร้อยละ 11 ในปี 2553 จึงคาดว่าจะมีผู้พิการเป็นผู้สูงอายุมากขึ้นด้วย ในปี 2553 นี้ สธ.จึงได้มอบหมายให้กรมการแพทย์จัดทำโครงการพัฒนาคุณภาพชีวิตคนพิการและผู้สูงอายุแบบเบ็ดเสร็จ เพื่อถวายเป็นพระราชกุศลในโอกาสงานฉลองพระชนมายุ 84 พรรษา สมเด็จพระเจ้าภคินีเธอ เจ้าฟ้าเพชรรัตนราชสุดา สิริโสภาพัณณวดี

       นายมานิตกล่าวต่อว่า รัฐบาลมีนโยบายจะให้เบี้ยยังชีพช่วยเหลือผู้พิการที่ผ่านการตรวจขึ้นทะเบียนรับรองเป็นผู้พิการเดือนละ 500 บาท ตั้งแต่เดือนเมษายน 2553 เป็นต้นไป จากสถิติตั้งแต่ 1 พฤศจิกายน 2537 - 31 สิงหาคม 2552 มีผู้พิการทุกประเภทได้รับจดทะเบียน 8 แสนคนเท่านั้น สธ.จะให้ อสม.ทั่วประเทศกว่า 9 แสนคนที่มีทุกหมู่บ้าน ช่วยกันค้นหาผู้พิการในพื้นที่ที่ยังไม่ขึ้นทะเบียนให้เสร็จก่อนวันที่ 3 ธันวาคม 2552 ผู้พิการทั้งหมดจะได้รับการตรวจรับรองและออกบัตรประจำตัวผู้พิการทุกประเภท จากนั้นสามารถนำบัตรไปรับสิทธิต่างๆได้ และสามารถเข้ารับบริการฟื้นฟูทางการแพทย์ รวมทั้งกายอุปกรณ์เทียมเพื่อแก้ไขความพิการได้ด้วย

       ด้าน น.ต.บุญเรือง ไตรเรืองวรวัฒน์ รองอธิบดีกรมการแพทย์ กล่าวว่า ตั้งแต่ปี 2549-2552 กรม การแพทย์ได้จัดโครงการกรมการแพทย์พัฒนาคุณภาพชีวิตคนพิการและผู้สูงอายุแบบเบ็ดเสร็จ สามารถให้บริการช่วยเหลือผู้พิการและผู้สูงอายุที่มีปัญหาเช่น มอบรถนั่ง ไม้เท้าค้ำยัน ขาเทียม ทำฟันเทียม อุปกรณ์ช่วยฟังรวมทั้งสิ้น 53,105 ราย จากการประเมินผลผู้รับบริการมีความพึงพอใจอย่างยิ่ง และเห็นควรจัดให้มีการบริการเพื่อช่วยเหลือคนพิการและผู้สูงอายุในพื้นที่จังหวัดต่างๆ อย่างต่อเนื่อง

       อย่างไรก็ตาม ในปี 2553 จะดำเนินการใน 4 จังหวัด ได้แก่ ราชบุรี นราธิวาส ร้อยเอ็ด และกำแพงเพชร ใช้งบประมาณ 11 ล้านบาทเศษ แบ่งการดำเนินงานเป็น 2 ช่วง ช่วงแรกเป็นการให้บริการหล่อแบบตอแขน ขา แก่คนพิการ บริการทำรากฟันเทียม พิมพ์ปากรองฟันในงานใส่ฟันปลอมไว้ก่อน ส่วนช่วงที่ 2 จะเป็นการจัดให้บริการแบบเบ็ดเสร็จที่จุดเดียว โดยจัดทีมบริการตรวจประเมินความพิการเพื่อจดทะเบียนบริการทางกายภาพ กิจกรรมบำบัด ผลิตแขน ขาเทียม มอบอุปกรณ์เครื่องช่วยความพิการ ตรวจวัดความบกพร่องทางสายตาและมอบแว่นตา ตรวจคัดกรองเบาหวานขึ้นจอประสาทตา ให้บริการทันตกรรม ขูดหินปูน ถอน-อุดฟัน รักษาครองรากฟัน ใส่ฟันเทียม คัดกรองและฟื้นฟูข้อเข่าเสื่อม รวมทั้งการอบรมด้านการฟื้นฟูสมรรถภาพคนพิการแก่เจ้าหน้าที่สาธารณสุข และให้ความรู้แก่ญาติตลอดจนผู้ดูแลคนคนพิการ
