การจัดสวัสดิการสังคมให้แก่ผู้สูงอายุและคนพิการของ อปท.
การจัดสวัสดิการสังคมให้แก่ผู้สูงอายุและคนพิการของ อปท. 12 มีนาคม 2551 กรมส่งเสริมการปกครองส่วนท้องถิ่น(สถ.)ได้แต่งตั้งคณะทำงานพิจารณาหลักเกณฑ์ แนวทาง “การจัดสวัสดิการสังคมขององค์กรปกครองส่วนท้องถิ่น” เพื่อพิจารณาจัดสวัสดิการสังคมให้แก่ผู้สูงอายุและคนพิการขององค์กรปกครองส่วนท้องถิ่น โดยมี รองอธิบดีกรมส่งเสริมการปกครองส่วนท้องถิ่น เป็นประธาน แนวทางดำเนินงาน “การจัดสวัสดิการสังคมขององค์กรปกครองส่วนท้องถิ่น” ในส่วนของกรอบ แนวคิดการปฏิบัติ ได้แก่ ๑.แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ ๑๐ พ.ศ.๒๕๕๐-๒๕๕๔ ซึ่งพระบาทสมเด็จพระเจ้าอยู่หัว ทรงมีพระบรมราชโองการประกาศใช้เมื่อวันที่ ๑๙ ตุลาคม ๒๕๔๙ มีสาระสำคัญคือการอัญเชิญ “ปรัชญา เศรษฐกิจพอเพียง” มาเป็นแนวปฏิบัติควบคู่ไปกับการพัฒนาแบบบูรณาการเป็นองค์รวมที่มีคนเป็นศูนย์กลางของการพัฒนา เพื่อขับเคลื่อนการพัฒนาประเทศให้เกิดความสมดุลเป็นธรรม และยั่งยืน มุ่งสู่วิสัยทัศน์ประเทศไทย คือ มุ่ง พัฒนา “สังคมอยู่เย็นเป็นสุขร่วมกัน” ทั้งนี้ ได้กำหนดยุทธศาสตร์การพัฒนาด้านสังคม เช่น การพัฒนาคุณภาพคน และสังคม ไทย สู่สังคมแห่งภูมิปัญหาและการเรียนรู้ และการสร้างความเข้มแข็งของชุมชน และ สังคมเป็นฐานที่มั่นคง ของประเทศ ๒. นโยบายของคณะรัฐมนตรีที่แถลงต่อรัฐสภา เมื่อวันที่ ๓ พฤศจิกายน ๒๕๔๙ ประกอบด้วยนโยบาย ๕ ด้าน โดย กำหนดนโยบาย “ด้านสังคม”ไว้ในด้านที่ ๓ ดังนี้ ๒.๑ ส่งเสริมความรัก ความสามัคคี ความสนามฉันท์ ของคนในชาติ ๒.๒ ตัดทำแผนปฏิรูปสังคมอยู่เย็นเป็นสุขร่วมกันอย่างสมานฉันท์ ๒.๓ เร่งรัดปฏิรูปการศึกษาโดยยึดคุณธรรมนำความรู้ ๒.๔ พัฒนาสุขภาวะของประชาขนให้ครอบคลุมทั้งทางกาย จิต สังคม และปัญญา ๒.๕ ส่งเสริมกีฬาพื้นฐานและกีฬา มวลชน ๒.๖ สร้างความเข้มแข็งของทุกชุมชน ท้องถิ่น และประชาสังคม ๒.๗ ส่งเสริมให้ทุกภาคส่วนของสังคมมีส่วน ร่วมในการพัฒนาสังคมไทย ให้เป็นสังคมที่สันติสุขอย่างยั่งยืน ๒.๘ ปฏิรูประบบกระบวนการยุติธรรมโดยให้ประชาชน เข้ามามีส่วนร่วม และ ๒.๙ ส่งเสริมและพัฒนาประสิทธิภาพของหน่วยงานและ บุคลากรในกระบวนการยุติธรรม ๓. แผนพัฒนาคุณภาพชีวิตคนพิการแห่งชาติ ฉบับที่ ๓ พ.ศ.๒๕๕๐- ๒๕๕๔ ประกอบด้วย ๔ ยุทธศาสตร์ ได้แก่ ๓.๑ ยุทธศาสตร์การบริหารจัดการระบบการพัฒนา คุณภาพชีวิตคนพิการ ๓.๒ ยุทธศาสตร์ส่งเสริมสนับสนุนความเข้มแข็ง ขององค์กรด้าน คนพิการ และเครือข่ายในการพัฒนาคุณภาพชีวิตคนพิการ ๓.๓ ยุทธศาสตร์ส่งเสริมเจตคติ ที่ดีของคน พิการ ครอบครัว และสังคมที่มีต่อความพิการและคนพิการ และ ๓.๔ ยุทธศาสตร์ส่งเสริมการจัดสภาพแวดล้อมที่ปราศจากอุปสรรคต่อการมีส่วนร่วมของคนพิการ *** * * * * * * * * * * * * * * * * พันตรีศิริชัย ทรัพย์ศิริ นายกสมาคมคนพิการทางการเคลื่อนไหวสากล โทร. 02-990-0331 http://www.apdi2002.com http://www.youtube.com พิมพ์ apdi. หรือ สมาคมคนพิการ** 1203512213

ผศ.รัตนา เปิดเผยว่า มรภ.กพ.ตระหนักถึงความสำคัญของผู้สูงอายุว่า เป็นบุคคลสำคัญของสังคม โดยเฉพาะอย่างยิ่งประสบการณ์ของผู้สูงอายุนับว่าเป็นคลังสมองที่สำคัญในการพัฒนาประเทศ แต่ในปัจจุบันผู้สูงอายุบางกลุ่มกำลังถูกละเลย ซึ่งเป็นปรากฏการณ์ที่ส่งผลกระทบในทางลบ และการมีคุณภาพชีวิตที่ดีของผู้สูงอายุนั้นจะต้องประกอบด้วยการมีสุขภาพที่ดี เหมาะสมกับสภาพตามวัย มีจิตใจที่เป็นสุข มีสภาพด้านความเป็นอยู่และด้านสังคมที่ได้มาตรฐาน ซึ่งเป็นความรับผิดชอบร่วมกันของผู้สูงอายุ ครอบครัว และสังคม โดยแต่ละส่วนต้องร่วมมือกันตามบทบาทหน้าที่ที่มีอยู่ โดยมีเป้าหมายหลักคือ การพัฒนาให้ผู้สูงอายุในสังคมมีคุณภาพชีวิตที่ดีขึ้นเท่าที่จะพึงมีได้ สำหรับราชอาณาจักรสวีเดน ที่เดินทางมาร่วมเป็นวิทยากรในการดูแลผู้สูงอายุในครั้งนี้จำนวน 7 คน นำโดยมิสซิส กูนิลา โซนเบิร์ก ผอ.ทรูซ่าการ์เด้น ซึ่งนับเป็นสถานดูแลผู้สูงอายุที่มีชื่อเสียงเป็นที่ยอมรับทั่วโลก
