สพฐ.ทุ่มงบ 9.5 ล้านบาท พัฒนาการศึกษาเด็ก พิการทางการได้ยิน (คนหูหนวก) คุณหญิงกษมา วรวรรณ ณ อยุธยา เลขาธิการคณะกรรมการการศึกษาขั้นพื้นฐาน (กพฐ.) เผยว่า จากสถิติข้อมูลนักเรียนพิการ ปีการศึกษา 2549 ในโรงเรียนเฉพาะความพิการ 4 ประเภท มีจำนวน 13,286 คน พบว่าเป็นนักเรียนที่มีความบกพร่องทางการได้ยิน มีจำนวนถึง 5,994 คน คิดเป็นร้อยละ 45.12 และจากการวิจัยการศึกษาปัญหาและแนวทางการแก้ไขปัญหาการเรียนของนักเรียนชั้น ม.3 และ ม.6 ของโรงเรียนโสตศึกษา พบว่า นักเรียนที่มีความบกพร่องทางการได้ยินมีผลสัมฤทธิ์ทางการเรียนภาษาอังกฤษ และภาษาไทยค่อนข้างต่ำ โดยจะมีปัญหาเกี่ยวกับการฟัง พูด อ่าน และเขียน เพื่อให้นักเรียนที่มีความบกพร่องทางการได้ยินได้รับการพัฒนาทักษะทางภาษา โดยสพฐ.จึงจัด “โครงการพัฒนาคุณภาพการศึกษาสำหรับนักเรียนที่มีความบกพร่องทางการได้ยิน” ขึ้น โดยคัดเลือกพัฒนาหรือสังเคราะห์องค์ความรู้เผยแพร่ในรูป KM (Knowledge Management) เลขาธิการ กพฐ. กล่าวว่า โครงการดังกล่าวใช้งบประมาณ 9.5 ล้านบาท ซึ่ง สพฐ. คาดว่านักเรียนที่มีความบกพร่องทางการได้ยินจะได้รับการพัฒนาทักษะด้านการฟัง การพูด และการเขียน เต็มตามศักยภาพ ของแต่ละบุคคล ซึ่งจะส่งผลให้ลดปัญหาการอ่านและเขียนภาษาไทยและภาษาอังกฤษไม่ได้ ครู และบุคลากรที่เกี่ยวข้อง มีความรู้ ความสามารถ และทักษะด้านการจัดการเรียนการสอนสำหรับนักเรียนกลุ่มนี้ รวมทั้งมีนวัตกรรม สื่อ เทคนิค วิธีการจัดการเรียนการสอนที่มีประสิทธิภาพมากยิ่งขึ้น ซึ่งจะเริ่มดำเนินการจัดกิจกรรมดังกล่าวได้ตั้งแต่เดือนมีนาคมนี้ และจะแล้วเสร็จทุกกิจกรรมในเดือนกันยายน 2550
