ปัญหาทุ่นระเบิดสังหารบุคคลกับประเทศไทย ทุ่นระเบิดสังหารบุคคลคืออะไร ทุ่นระเบิดสังหารบุคคล (Anti-personnel Mines) หมายถึงทุ่นระเบิดที่ได้รับการออกแบบให้ระเบิดเมื่อบุคคลปรากฏตัวเข้าใกล้หรือสัมผัส โดยไม่มีการเจาะจงเป้าหมาย และจะทำให้บุคคลหนึ่งหรือมากกว่า บาดเจ็บ ทุพพลภาพ หรือเสียชีวิต เป็นอาวุธที่มักใช้ในการสู้เพื่อป้องกันตน ทำไมไทยต้องต้องเข้าร่วมอนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล ประเทศไทยเป็นประเทศหนึ่งที่ได้รับผลกระทบจากทุ่นระเบิดสังหารบุคคล สืบเนื่องจากสถานการณ์ความขัดแย้งในประเทศเพื่อนบ้าน และความไม่สงบบริเวณชายแดนในอดีตที่ผ่านมาโดยในการสำรวจเบื้องต้นระหว่างปี 2543-2544 ไทยมีพื้นที่ซึ่งอาจมีทุ่นระเบิดสังหารบุคคลตกค้างประมาณ 2,557 ตารางกิโลเมตร ใน 27 จังหวัดซึ่งมีพื้นที่ติดหรือใกล้ชายแดน ส่วนมากบริเวณแนวชายแดนไทย-กัมพูชา และมีประชากรที่อาศัยอยู่ในพื้นที่เสี่ยงเหล่านี้ประมาณ 504,300 คน รัฐบาลจึงตระหนักถึงความจำเป็นที่จะต้องขจัดทุ่นระเบิดสังหารบุคคลที่ตกค้างเหล่านี้ให้หมดไปจากประเทศ เพราะเป็นปัญหาที่ส่งผลกระทบต่อชีวิตและทรัพย์สินรวมทั้งการยังชีพของประชาชนที่อยู่ในพื้นที่ และเป็นอุปสรรคต่อการพัฒนาเศรษฐกิจและสังคมของประเทศโดยรวม และเพื่อมิให้มีผู้ที่เป็นเหยื่อของอาวุธชนิดนี้เพิ่มขึ้นอีก ในการแก้ปัญหานี้ รัฐบาลไทยตระหนักว่าประเทศใดประเทศหนึ่ง มิสามารถแก้ไขได้เพียงลำพังเพราะเป็นภารกิจที่ต้องใช้งบประมาณ และการสนับสนุนจากประเทศต่างๆ ไทยจึงได้ลงนามอนุสัญญาว่าด้วยการห้ามใช้ สะสม ผลิตและโอน และการทำลายทุ่นระเบิดสังหารบุคคล หรืออนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล (Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction หรือ Mine Ban Convention) ตั้งแต่วันแรกที่เปิดให้มีการลงนามเมื่อ 3 ธันวาคม 2540 เพื่อร่วมกับประชาคมโลกในการลดผลกระทบทางมนุษยธรรมต่อการใช้อาวุธชนิดนี้ และมีผลบังคับใช้ต่อไทยเมื่อ 1 พฤษภาคม 2542 โดยขณะนี้มีประเทศต่างๆ 156 ประเทศที่เป็นภาคีอนุสัญญา อะไรคือเป้าหมาย การทำให้ประเทศไทยปราศจากทุ่นระเบิดสังหารบุคคล และผู้ประสบภัยจากทุ่นระเบิดรายใหม่ (ตอนที่ 1 ) - - - - - - - - - - - - - - - - - - พันตรีศิริชัย ทรัพย์ศิริ นายกสมาคมคนพิการทางการเคลื่อนไหวสากล ผู้ประสานงานด้านความช่วยเหลือคนพิการจากภัยของทุ่นร้เบิด คณะทำงานไทยรณรงค์เพื่อยุติกับระเบิด TCBL. โทร. 02-990-0331 http://www.apdi2002.com http://www.youtube.com พิมพ์ apdi. หรือ สมาคมคนพิการ 0210521650

อะไรคือการกิจหลักในการดำเนินงานทุ่นระเบิดของไทย

การเก็บกู้ทุ่นระเบิดในประเทศไทยมีความคืบหน้าอย่างต่อเนื่องแต่ยังเป็นภารกิจที่ต้องใช้เวลา เพราะเป็นกระบวนการที่ต้องอาศัยความเชี่ยวชาญ มีความเสี่ยง ใช้งบประมาณสูง และพื้นที่ส่วนใหญ่มีสภาพภูมิประเทศยากต่อการเข้าถึง ศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติเป็นหน่วยงานหลักในการดำเนินงาน และมีองค์กรพัฒนาเอกชน (NGOs) สนับสนุนในบางพื้นที่ จนถึงเดือนเมษายน 2552 ไทยมีการเก็บกู้และทำลายทุ่นระเบิดสังหารบุคคลไปแล้ว คิดเป็นพื้นที่รวมทั้งสิ้นประมาณ 1,967 ตารางกิโลเมตร หรือประมาณร้อยละ 77 ของพื้นที่ทั้งหมดซึ่งคาดว่ามีทุ่นระเบิด และได้มีการส่งมอบเพื่อใช้ประโยชน์เป็นที่ทำกิน แหล่งท่องเที่ยว และสาธารณประโยชน์อื่นๆ ทั้งนี้ได้ประมาณการว่าการเก็บกู้ทุ่นระเบิดในพื้นที่ซึ่งเหลืออยู่จะแล้วเสร็จภายในปี 2561 ตามที่ไทยมีพันธกรณีในกรอบอนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล หากได้รับงบประมาณและการสนับสนุนอย่างเพียงพอ
